Yes that is exactly what it is. Name the item it is a heating element for and the next round is yours.

A charged piece of the human anatomy?

You are welcome to use this to charge your piece of human anatomy if you wish.

Not a clue. Is it related to infusions of methylxanthine alkaloids?

Think simple. This is a common item. Working versions of these items are probably in half the homes in the developed world.

I see you edited this after I answered to unedited question.

Charred may be over the top, but it is fair to say probably most people have burned some of their anatomy by accidentally touching one of these at least once in their life.

My wife??? She's pretty hot. (I'll have to show her this, maybe I'll get some points good for a free nose hair extraction or such.)

Is the item a small appliance that would often be found on a kitchen counter?

Does this item partly carbonize the outer surface(s) of food items?

Feel free to show this to your wife. She will probably say something to you such as its a ____ burner as she rolls her eyes.

So close but just not there. It is a part of an appliance. The part called an eye, burner, heating element, or even called something else in other parts of the world. Generally the appliance this is part of ,is not a "small" appliance but in some cases, such as in a dorm room, it could be.

Usually the appliance this is part of either sits beside a kitcken counter or is countersunk into one.

It could assist in performing this reaction but it is highly unlikely anyone would bother using one of these in that process.

Yes it is often used to perform that function in the average kitchen.
