I noticed, but the item looks like one of those technological things that might as well lie outside the known world, given my knowledge base. I also thought this would be the middle of the night for you.

I suspect the majority of households in the industrialized world have this item or something similar in them.

But I am not prepared to discuss or defend that statistic.

It is not an obscure techie thing (or an art deco statuette)

I am not sure how to answer. It is per se something mechanical but that is by nature of what it does. I would not look for discussions about this item in Popular Mechanics, nor would I purchase it in a tool store (assuming tool store is generally interpreted as meaning somewhere one purchases tools such as hammers, wrenches, drills etc).

The item looks like it has three repeating patterns around a circular shape. Do the gear/teeth shaped things, the alternating dots, and the line in between these two repeat for 360 degrees around a circle?

And I apologize for not seeing the macro. The treasure of your post got lost in the middle of all the chaff.

The holes in the middle of a circle with teeth remind me of a timing gear. Of course this does not look like any type of timing gear I have ever seen and I would consider any gear mechanical. But, I must ask, does this item in some way function where the circles and "teeth" have something to to do with precision.

Again hard to answer. The mechanical function implies precision. However, the item has nothing to do with timing or time.
