Can we assume the part you've shown continues round, with the pattern approximately repeated, to make a disc?

Yes ... and I agree, the macro does look like a fishing reel. It isn't!

Primarily - no. I don't know if this might be a secondary feature. I doubt it though.

I would not really call it a sub-assembly. It is part of the most important part. From your examples, I would not term the entire item an appliance.
