It looks too unrefined for a shaver.

Is it a clothes lint remover/ de-piller/ de-bobbler?

It seems likely that this is what a professional bicycle racer would use to remove the hair from their legs if they wanted the convenience of using a battery powered device.

Is it for hair removal?
