Are the colored bands there to decorate the object although they don't amount to fine art?

I would agree about the waste of coloured stuff.
It is not ceramic. Not wishing to reignite a discussion on polymer chemistry .. it is plastic.
It is probably best to think of it as one thing ... but whatever answer I give here, someone will object later,

Actually they might have a function .. but not related to colour

Actually it is a lid but is moulded integrally with the main body .. and thet should give it away

Could it be that the two plastics are different composition, meaning the same dye would produce a disturbingly different colour, so radically different dyes are used?
Irrelevant of course.

Is this container presssrised, such as a squirty cream container?
