Not custom, and yes they are the normal sort of moldable/mouldable foam things.
I think it says -25dB on the packet, but we aren't allowed guns so can't comment on that.

The odd thing which makes these useful for the "context mentioned" should be derivable from the original photo and information provided soon after.... though I'll have to explain the link I expect.
So if I were looking for replacements I'd be looking for the right adjective....
