Is the red triangle, part of the item?

Everything you see in the image is part of the item

Assuming it's normally found inside a house, is there a particular room where you'd expect to find it?

If this item was in a house, it most likely would be in a teenager's bedroom or rec room. Normally this item would never be found in a house at all.

Edit: For the sake of the game, it would be best to consider this item something you would never have in a house.

Is he into old family burial plots?

P.S. This answer will not help in determining the answer. Only a local would be able to figure out the relationship.

Edit: If you knew the answer to this session of the game there is enough information on the web to figure out this answer. I would advise against trying though to use it to solve the puzzle.

Is it made of plastic in the ordinary sense, apart from any specialized sense that a chemist understands and I don't?

A reflective jacket or helmet such as a cyclist would use.

Not likely plastic even though it is possible that it is in fact plastic.

The light colored part is reflective but it is not any type of clothing.

Stationary, like a sign, or moving, such as a sticker/plate on a vehicle?
