I have a large number of RAW photos that a publisher wants to see as JPEGS. Rather than opening each in PS and saving as a JPEG, is there any way to convert a bunch of RAW photos directly to JPEGS?

yes you can select the batch processor in Photoshop from the file menu. you can then give it attributes to apply to the image as well such as image size. you then specify where you want the converted files to be saved and hit ok. and it will do it all for you

Start Adobe Bridge, navigate to the folder containing the raw files and select the all (CTRL +A). Press CTRL + R and the will all open in Adobe Camera Raw. Now click the Select All button in ACR (the upper left corner), then choose "Save Image..." in the lower left corner, and you can then choose to save them as JPEG and set other parameters.

Batch Processor will also work as will a number of third-party utilities. DPP will also allow you to convert and save to JPEGs, and probably will be the best option since it will use all the camera settings. Just select them all in DPP, click on File > Convert and Save and specify the jpeg option.

Instant JPEG from Raw (external link) will extract the JPEG Preview embedded in the Raw file; so too will EXIFTool (external link).

This is my favourite tool for such jobs.

Something I'd add:

You can open all the shots in Camera Raw, but then you would likely want to apply some Raw edits. If this is a "batch" of shots that could take the same edits, go ahead and edit one "master" file. Then click the Select All button. Then if you click on Synchronize Camera Raw will apply the edits to all the files.

From there, you can either use the Camera Raw "Save Image" function, or, if you wish you can click Done and, in Bridge, you can rename or use the Image Processor.
