Borderline for me, a good title for this one would be "The streets of gold!"

It has highlights and strong shadows and doesn't look over-cooked HDR to me. Saturation is personal taste and it's not clear to me what you are going for in terms of subject.

The only things that immediately grabbed me was that it could go with some sharpening (but that might be the way the image is posted) and the very blue rooftop at the bottom. I would at least de-saturate that part of the image and /or move it to a more neutral color.

No.
But image is not as sharp as I like to see.
Then you can crop the foreground to get rid of those ugly roofs with remaining nicers view to display.
I love how you handled the vertical perspective lines.

In which case I would de-saturate the blues a little.

I think there is too much saturation and it needs sharpening. I lightened the sky, desated the whole, sharpened the city.

Not too cooked, just a bit too bright though. I expect to see some places that are completely black if I'm looking at a night scene. Especially with the street lights being so bright.

I would crop in just a bit tighter to get rid of the roof in the foreground and part of the building on the left Maybe you have a reason for including them, but they are not doing anything for me.

If I don't get the shots I want with the gear I have, the only optics I need to examine is the mirror on the bathroom wall. The root cause will be there.

Just what I was going to type in..scroll and see what a difference it makes to the photo, eliminate the blue rooftop.

The last edit is good. As stated, the removal of the blue roof allows the focus to flow out towards the horizon a bit easier.
