Focus on something far away at 70mm, then zoom to 200mm.

Is it out of focus?

well ****, that would explain a few things. I've been shooting it parfocal forever no wonder stuff is OOF sometimes.

Yep, still camera lenses are zoom first, then focus.

Look at this picture, this is a video lens:

See where the little knobs are near the back? That's the back focus adjustment that lets the lens be parfocal, and needs to be calibrated time-to-time, this is too much trouble for no benefit in stills photography, but is vital for video.

The focus of a lens drifts over time, especially with change in temperature, so it can't just "be" parfocal, it's gotta have those knobs or else.

I have to admit, though, sometimes even I zoom after focusing.

It's not as bad as the 24-105, but there are few if any SLR zooms that are truly parfocal.
