I just tried it again on my laptop. I signed in online then I restarted my laptop with no internet connection. Photoshop would not start when I was not connected. Maybe it's my wonky laptop.
I'm asked for my password often, but I also use it on multiple computers so that may come into play. But then, if it's not running a check how would it know that?

It must be something with your laptop. For consistency, I disabled my networking as well.
