Yes, most Scrub Jays are marked with three bands, the silver metal band is from the US Fish & Game and has an ID # on it and the two plastic bands indicate where it was banded and when. There are eight sub populations of Scrub Jays (all in Central Florida), the largest of which is around 1000 birds, so there are probably in the order of 8000 of these birds in existence.
