Can anyone ID this immature hawk?

Dear Board,

I apologize for the quality of the photo but it was taken many years ago before I owned a digital camera and scanned to my computer.

It a photo of an immature hawk that was taken as it sat on my back deck when I lived in Windsor, NY along the NY/PA border if that helps in the ID.

I never knew what kind of hawk it was and I'm hoping someone can help?

Im gonna guess at it , but not an expert. I will go Prairie Falcon based on the makings of the face and back...

Somewhere in the boxes of junk I've accumulated over the years lies a photo of an immature bald eagle that landed in the same spot on my back deck with a rabbit it had just killed in my yard.

I'll find it eventually.

Female Kestrel, it has 2 facial markings instead of one like the other falcons, and the orange upperside is heavily barred - just doesn't look as orangey as usual with the down on it and the photo looks somewhat dull from the window and conditions.
