I traded for this lens a few months ago and have noticed that I can wiggle the front barrel that actually moves in and out (sorry don't know the technical term for this piece). Is this normal? It shoots, zooms, focus's just fine, but did not know if this part should have any "play" in it at all.

All double barreled zooms have a certain amount of side to side play in them. Some seem more rigid than others, but its still there. But I think what you're saying is that by pushing the front barrel a bit it zooms without using the zoom ring. Again normal on most zooms, but especially the 28-135 which is well known for its zoom creep. The weight of its front element combined with looseness in the barrel will allow many examples of this lens to zoom in or out on its own when shooting on an angle.

Thanks for the response, good to know. I am actually talking about side to side movement, not really in and out. Like I said, all works perfectly but I am thinking of trying to trade it for a prime and did not want to do it until I knew if this was normal or not.

This is quite normal with most 28-135mm's I have come across.

Its normal. That lens is known to have a bit of play and will have lens creep (unintended zoom) if you point it straight down. But despite that, its a very good value lens.
