Well, I wanted to ask just in case the company behind JPEGmini did indeed came up with some sort of revolutionary algorithm to take jpeg compression to the next level.

Pretty sure that if they had managed to come up with a system that compresses more than other jpeg compression systems that they would actually say so in their adverts.

Their advert doesn't say....
"our software will compress images x5 times more than other compression software" all it says is...
"our software will compress images up to x5 times more {than they currently are}" - which any similar software can do.
