It certainly looks cold and bleak - I like the placement of the moon and the warm light on the tall building to the middle left. I think I'd possibly clone out the cloud in the sky as I find it slightly distracting - otherwise nice moody image

That is a nice shot. If you run a levels adjustment on it, it will really brighten the detail and colors of the buildings and streets.
If you authorize image editing, I'd try my hand at it.

Yeah, nice shot!
My eye is just a little disturb by that shape at the bottom left of the sun. Is it a cloud? Weird shape!
