No, you can't. A lot of custom settings can only be done in the Av, Tv, and Manual mode.

If you are talking about Exposure settings... no, P is just like Auto, except you get to decide if the flash pops up or not. And you can do a shift... the camera decides the settings, and if you want more shutter speed or aperture than what it decided on, you can turn the dial by the shutter button to change the settings, but it will change both shutter and aperture at the same time, so it stays at the same equivalent exposure.

I'm not sure to which of those two things you were referring.

Go to either Av or Tv mode
Adjust the settings the way you'd like it on C1
Go into your menu to Register Custom Settings
Select C1
It should now be those settings every time you flip to C1.

You can not register P mode to C1, C2, or C3.

The wife and I set:
C1=landscape or other still life (assumption is shooting on tripod)
C2=wildlife so AI Servo, ISO 800...etc.
C3=fast moving wildlife such as birds in flight so ISO 1600

These are only quick starting places that you can fine turn for the specific scene and conditions of the day.

Then shedberg had your answer. I was thinking of Custom Functions in my reply. Sorry about that.

No, that's not possible to do from inside a custom setting.
From the beginning, all Cx modes have a certain exposure mode associated with them, and by default, that's P mode. You can see which mode is registered to each Cx setting by pressing the INFO button until you see the general settings information screen. It's listed at the top.

Now if you select, say, C1 on the mode dial, then you get the P mode. You can change other settings in this custom mode, like picture style, ISO, custom functions etc. But not the P mode itself. If you want to change P to, say, Av, then you have to turn the dial to Av mode and from there, save your settings into custom mode C1. Now Av is registered into custom setting C1 (check with the INFO button and you'll see it there). Now you can select C1 and change all other settings, just like you could do before, but this time you can't change the Av mode itself to anything else from inside C1.

The fact that this can't be done from inside a custom setting should be rather obvious, since the only way on a 7D to select the exposure mode is by turning the mode dial, and as soon as you do that you do of course leave the Cx setting position.
