Is 24fps still considered cinematic and 30fps more home video?

Yes, 24p still considered the standard. If you are not shooting in 24p, I wouldn't worry about it in post because you will just get a bastardized look that won't really fool anyone that really knows. It really comes down to what you are trying to achieve with the video, I guess.
Music video, web series, short film??? Just something for YouTube?

IIRC DVDs play at 24p, but the video has a lot of motion smoothing and may even be down-converted from 30 or 60p recording. The "cinematic" feel is subconscious for most viewers, so unless you include other "cinematic" cues in the video I would record in 30p or 60p for action.

It's actually more relative to motion blur. You eyes naturally blur motion. High frame rate video doesn't so the image can look over sharp at high frame rates.

What about 120fps? It's like silk for your eyes!
