My youngest daughter has very blonde baby fine hair and I am really struggling to get my exposure right. Took her out for some photos this morning and the top of her hair is over exposed, it wasn't sunny it was cloudy albeit a little bright.

Any hints what i can do so i have her beautiful blonde hair correctly exposed. Very frustrating.

Get yourself a light meter to know what your exposure should be.

If you can shoot in RAW then I would advise doing so & I would increase the ISO also.
An image with the details would have been a start.

Use the Exposure Compensation dial to adjust the settings chosen by the camera. In your specific case you'd need to dial in some negative exposure compensation to tame the blown highlights.
