I've watched a lot of tutorials on how to use color grading programs (specifically Technicolor Color Assist and Adobe Speedgrade) but there's not a lot out there on how to actually achieve specific looks. There are so many variables in grading that I think it would be hard to get really specific. How you capture the original footage plays a huge part in the look of the final product. I would think that if you shot some nice flat footage like they did for that video, you could get to that look pretty easily in grading.

What video editing/post-processing programs do you have access to?

This is something that even iMovie can do (external link)...and as others have said yellow up the highlights and blue up the shadows will get you damn close to that video.
