I have a lovely night shot of Blackpool Tower all lit up with multicoloured lights. I'd love an edit where the lights streak outward and upwards at an angle like you see in magazines. How would I do this please? It was shot in Jpeg and will be edited in PSE 10.

Do you mean like this, this is an in camera effect called a zoomburst (if I remember correctly) 1.6 sec f8 iso 100
put the camera on a tripod, set a long(ish) shutter speed and focus on your subject at either the long end of the zoom or the wide end (you will have to experiment because i can't remember). Press the shutter button and whilst the shutter is open rack the zoom to the other end (either wide to tele or tele to wide). Simples

That's like it. I've seen lots of magazine covers where it's done PP like streaks for agazines & ads.

This has come up occasionally, but I don't have the pp expertise to advise you.

In photoshop, Use Filter > Blur > Radial Blur, in "Zoom" mode. This works best if you use a 32 bit per channel image with HDR data, as the light streaks that a created are more realistic. It will, however, work with LDR data a well.

Here is the Blur > Radial Blur at the max radius setting of 100 in PS.

To get the streaks, you need to take the original image (8 bit JPEG) and convert it to 32 bit. Then duplicate the layer, set the duplicate to Linear Dodge (add) blend mode and duplicate that a couple more times- flatten that version. Now the lights are much brighter than the background and you can do the radial blur.

Once you have the blurred layer, you can blend that back into the original (in Lighten mode, or Linear Dodge (add) mode).
