Throughout the beginning it shows the DJ moving with the camera , is he sitting on a dolly ? or how would this effect be created ? Also would there be any cheap solutions for this ? thanks

A cheap way I have seen this accomplished was to set up your Platform(Dolly) on skate wheels and set them up to run on a ladder. Or pvc pipe.... You can google for cheap dolly solutions and find them all day ... First step........ Take the lens cap off.
