I took a photo
- duplicate layer
- in duplicate, add filter radial blur (zoom) centering on head
- add also a layer mask with degradate (circular) from black to white
This is the result.

It's always fun to experiment, but I think you went a little too far with the blur.

Looks like the kind of effect I did a few times when shooting film by zooming while pressing the shutter release.
