Otherwise, there are a number of techniques you could use - one is to select the skin you want to look like that, and apply a gaussian blur - the other option, is to use Median (located in Filters->Noise->Median) - use a radius of a pixel or two, I'd have though. Of course to look as good as this one you must have a pretty good shot to start with, color and focus wise.. The "eyes" have it !

The "eyes" have it !
