Im hoping to pick up an RRS L-plate for my 40D. What kind of quick-release head do I need to mount the l-plate to my ball head or can someone recommend an inexpensive ballhead?

You want something like this. This is the generic inexpensive one; you can get higher quality ones too if you want.

Don't know the company which makes the above. I would use either of these two Kirk clamps:

Kirk is a leader in L plates and clamps, and the money is the same.

I picked this one up. I also won a RRS L-plate for my 40D with battery grip for $33 used.

FWIW I have that EXACT clamp from Amazon and it works perfectly. I use it with my 5D2 with grip and RRS L bracket. It's larger and sturdier than I expected it to be. I bought a smaller 50mm version from the same company to go on my travel tripod which is also built like a tank. You'll be happy with it.

I got my L-bracket today!! I paid yesterday morning and it showed up today. It shipped from 25 miles away but didn't expect it before vacation. Now if the quick release comes tomorrow before I leave i'll be in heaven.. LOL
