T2i, battery issues

Hi all, newbie here and I haven't posted for a while, how is everyone doing?

I've had this problem ever since I got my used T2i.

My batteries never seem to be fully charged. A supposedly fully charged (with the green light lid on the charger) will only indicate 2 bars on my T2i, like so:

This happens across multiple batteries (1 OEM, 2 aftermarkets), and all of them register as half charged on the camera. So I doubt it's an issue with the batteries itself.

Could this be a problem with my charger? Here it is:

I've lost two batteries while moving but I'd like to find out why I can't seem to get a full charge going before I buy more batteries.

What seems to be the culprit here? Camera, or the charger?

Check a battery after a charge with an electrical tester, if the DC reading is what the battery DC rating is, then it's a false camera reading, if it's not charged to battery spec it's the charger.

Don't know what you are expecting, but the battery in the camera in your first pic is showing a full charge.

No, it is not. The photo shows your camera displaying a fully charged battery. Just so you know, the battery indicator is to the left of the "2203". I think you must be looking at the "AUTO LIGHTING OPTIMIZER" setting, two squares above the "3" in the 2203. That has nothing to do with the battery. Your battery IS fully charged in the photo you posted.

The three white trapazoids within the battery outline are the indicators for full battery charge, not the two dark spaces between them.
