Another simple question

yet one I am unable to figure out...
I have ps elements 2.0 (i will upgrade someday!), and have downloaded some framing actions that I understood to work with elements. When I open the action, it does so fine in PS. The frame is there with a bright green background. How do you apply the frame to a photo or vice versa?

I know I am missing something!

Do you have the image open? I've never used a framing action, but I would assume you run the action on the image itself.

Thanks Doug. I'm at a loss but no surprise there! I'm just going to put that one on the back burner until I have more time to figure it out! :)

In elements three I double click on the frame in the layers pallet, it's applied to the photo then I flatten and save the image.
