Does this Canon Shutter release have the ability to be programmed to hold the shutter for e.g. 4 seconds consecutively for 10minutes, then after that hold the shutter for 2 seconds?

There is no programmable functions. None available that I've ever seen; like gmikol said, you need to look at some of the software-based solutions for that. Jon

If you change your shutter speed, you will also have to change either your ISO or Aperture. My suggestion is to stick with one setting and just set it up to take twice as many photos in the beginning, knowing that you wil probably be throwing away half of them.
