Action to record proportionate/percentage adjustments

This is something I've been wanting to ask for a while but can never find the exact way to word things, but basically here is what I would like to accomplish:

I'm wondering if there is a way to record certain steps in a Photoshop action as values that are percentages or proportions of an image, so that regardless of pixel dimensions, aspect ratio or orientation you get a uniform and consistent result from image to image.

To avoid confusion, I will just give one example: say you want to add a rectangle shape on top of an image and oh, I don't know, fill it with orange let's say. But you want this orange shape, when recorded in the action, to be sized to 90% of the long side of the image and 90% of the short side, RATHER than having it always be x number of pixels/cm/inches where it would take up a different amount of real estate on a different image with different dimensions. Another alternative would be the same principle except with a rectangular marquee tool, where it makes a selection that is 90%/90%. I hope that makes sense.

I think originally I wanted to do it to create borders and vignettes that will proportionally execute the same, whether it's on a 1000x800 pixel image or a 5000x2500 pixel image.

Any guidance would be mucho appreciado!

In PS - go to Preferences > Units and Rulers - in the Rulers drop down menu, select the "Percent" option.

I believe this solution was pointed out in a recent thread by DThompson. Sorry if I am giving the incorrect attribution.

Thank you - would you mind posting the link to that thread if you could? I would assume that using that preferences trick you mentioned, it would still run the action as a percent even if my preferences were switched back to pixels after recording, or if somebody else used my action?

Yes, it appears that an action made with units in percent, will preserve percent, even if the units are changed back to pixels, etc. Test it for yourself to make sure your specific application of the action works as anticipated.

I did a very quick and not detailed test.

Yes, it should remain percent. Expand the steps of your action and you will see that measurements will maintain the unit they were recorded under.
