Which lines matter most when shooting the Milky Way, cloud cover only or cloud cover and seeing combined?

Seeing won't make any effect unless you're shooting at long focal lengths.

2 arc second seeing spreads stars to 15um FWHM on my 1500mm fl telescope. At 500mm and below you effectively have no seeing issues.
