Picasa is not working properly and are there any alternatives

Hey folks,
I got a problem.

Picasa is always updating on it's own, eventhough I told my firewall not to let "picasa3.exe" and "picasaupdater.exe" connect to the Internet. Furthermore I marked inside of Picasas Options Menu "never update".

As soon as I start Picasa, Picasa is updating automaticly without any chance to stop that.

I need Picasa 3.8 in order to read those Name tags in Daminion Server, to have them in my Database. Daminion Server is not working together with Picasa 3.9


Is there any alternative to Picasa for Face Recognition (I know Picasa is the best one)
