Last month I bought a 24mm IS USM from Best Buy. After two weeks and a hundred or so shots, I returned. There was nothing wrong with it. For various reasons, I changed my mind. Best Buy can't resell it as new. Canon gets it back as a return. They put it in a white box and sell it for 20% off of MSRP. I am sure that is where the majority of refurbs come from. Well, that and the few items with real problems. Dedicated APS-c shooter. Gripped 60D, 60 2.8, 10-22, 15-85, Σ70-200 OS and a big white something or other! Plus a 5D w/28-75.
