None of this referee discretion stuff. oh blah, it has been like that since the beginning of the game back in the 1800s... Just keep the game flowing. Actually, there is a rule about how the referee adds on time for the end of the match - injuries, substitutions etc. So when the ref signals 3-5 minutes at the end of the match to make up for people wasting time, unless there is another substitution or a long injury issue in injury time, the ref will blow at the end of that added time...
