As the article points out, there are costly issues with the desal approach. As you no doubt know in your line of work, EPA emission requirements can have significant cost impacts.

The cost vs. benefit vs. environmental damage equation is going to be a much larger part of our lives. I'm confident we can solve these problems, but it promises to be a challenging debate in order to achieve sustainable solutions.

absolutely, it is very, very expensive, and there is an environmental cost, but if people upstream from CA start using the water first, or even if that amount of water is greatly reduced, there will be some severe repercussions to CA.

i am just asking the question, but when was california last in a drought free period?

Southern California is a desert. There isn't a time when we aren't in a drought of some kind. It's just that some are more severe than others.

What we really should be doing instead of building oil pipelines is building pipelines to move water from those ares that have a surplus to those areas that need it.

I've been thinking that for years. We're sucking Lake Mead dry, which also fills from the Colorado river. And yet the powers that be want to keep growing Las Vegas. I don't get it.

we would call that "gray water", which can be used for power plants and industry, since that water would have to be purified even further before use...

that would free up what meagre river water is left for residential use...

I never understood why that has not been done. Every year the Mississippi floods devastating some areas. Dallas is not that far from the Mississippi. It would be very possible to run a couple 4 foot pipes out there and pump the water into the local lakes.

I'm sure the tree huggers would find some reason to take offense to that idea.

I think it would be great to be able to move water away from flood areas. When the Mississippi is gonna flood in the north, suck out the water in the south. Flow rate would rise but it should keep the flood levels down.
