I would be around a 6.
She is in focus...light looks good ..no harsh shadows....skin tone is a bit red but that may be from the sun.
The white bench/chair/lounge she is sitting on draws my attention to it. The setting is why I didn't go above a 6. The pose isn't bad but she is cut off...to close. the hair is a bit dark and losses some detail.
Not a "bad" image..but could be better if set up better.

I'd give it a 4. Sun is right in her face and it's windy so she's squinting. Pose is half reclining and uncomfortable looking. I'd have her on her knees, sun behind or to the side, and looking up so her eyes would be wide open protected from direct wind and sun. Exposure looks a little hot, focus looks good. Great location too. Get her on the beach sometime.
