I think your white balance might be off. Also, I've had my best luck with the fog from a distance with a long range zoom lens. Basically to put more fog between the camera and the subject.

Gloomy? Add the fog between the crosses. Darken it. No purple :]

A! Also, put a light source where the cam is - as a result the background should be darkened and crosses brought to front. But for that... Better to take an actual photo with extra light and not doing it in PP. For me, at least.

Given your aperture this was a pretty bright scene. I mean, I guess it's possible to do gloomy in really bright light, but those would be exceptions to the rule. I don't see any signs of fog in the shot really. It just looks like the background is a solid color like it was shot in a studio or something, which doesn't exactly add to the atmosphere. I think the shot needed 1)darkness 2)context from the environment (trees etc.).

bannedPermanent ban

Go easy on the contrast in post-processing. Don't expand it: fog shots are flat by nature.

the shot was taken in nunavut,no trees here for a few hundred miles south haha, the background is all fog,u can barely make out the houses in the background as the fog rolled in,it was about 8 am so kinda bright but no sun,ill try again next time the fog rolls in,this time of year with quick weather changes its foggy often, theres no real great backround at this cematary, its iether the houses i shot at or the town full of powerlines, its close to the town,no trees for few hundred miles, thanx for the replies, ill turn the contrast down a bit for sure

Here is my real quick edit. Maybe I could have dropped the shadows a bit and added a little contrast but you get the idea. :)

nice Edit Grizz.
The first image I can see banding in the sky
the second one doesn't show the fog.
This edit shows the fog, I can almost feel it... I like the drop of color..but not that it's selective.

Thanks, it is a cool shot to work with. I'm just running out the door for work but I'll post what I did tomorrow. All was done in LR 5.2 and a Nik plugin to enhance the fog. Ok I'll post it now, work can wait. Very simple, I used the Nik plugin to enhance the fog and adjusted it so it would stay in the upper portions of the image. In LR I first lowered the saturation and upped the vibrance, that kept the color in the flowers and got rid of most of the rest of the color, the I used an adjustment brush to lower the saturation on the rest of the ground. Then used another adjustment brush to bring up the highlights on the crosses. I did this pretty quickly so it's certainly not perfect, and could look much better with a little more time spent, but I was just trying to show my take on the "gloomy" you were looking for since I thought it was a very cool image to work on. Cudos to the photographer. :)
