20D - How to configure JPG without RAW

I gave my old 20D to my wife's uncle because he wore out the shutter on the old 10D that I sent him years ago. Alas, I sent it to him configured for RAW only, and he has no use for RAW. Alas, I haven't touched that camera in many years and the both of us can't figure out (over the phone) how to set it to JPG only. The manual was kinda useless - he got it to RAW + JPG, but how do you unconfigure the RAW?

I just have a feeling that he has some other button switched to some setting that I can't see over the phone.

If anyone could help, I'd appreciate it. And please be very specific in the instruction because I'll be relaying them over the phone.

Apparently you simply select Image Quality in the camera's menu, hit Set, then use the QCD to highlight one of the JPEG only selections on the left side of the screen, then hit Set again.

Yeah, that's exactly the instructions we saw in the manual, but for some reason he can't get rid of the RAW and set it to *only* Large Fine.

Is he pressing the 'Set' button after selecting Large/Fine jpg?

Not that familiar with the 20D but why don't you have him reset to factory defaults. That might also eliminate some future strange events.
