Waaaaaaaay too high ISO on a 7D...they can't cope with anything above 1000 without massive amounts of noise, and nothing over 400 if you want no noise...

If it's on a tripod, why not shoot at ISO 100-400?

I shoot the moon with my 7D at between ISO 100 and 400, sometimes 1000 tops, and almost always hand held...and you've got f2.8...i'm using f5.6 or, with the 2x on it f11...

This is hand held, 100-400 @400mm with 2x converter, 1/160th f11, ISO 1000 and focused with live view (because i have to with the 2x)...
