No, Paypal Buyer's protection does cover the full price + shipping if something goes wrong. It doesn't cover the shipping for you to send it back though.

The seller could get burned. Someone could buy it and then once it is received file a Paypal dispute that the shipping charges were extravagant. Paypal will side with the buyer and they'll end up with a 16-35mm for about $40.
