If you don't mind f/4, you can do the 17-40 f/4 instead of the 16-35 + 40.

But Canon DO have a 24-70 with IS at f/4. It's a bit cheaper than the f/2.8 but's also much lighter and shorter - if that matters to you!

If you are gonna buy a 24-70 f4 why not just buy the 24-105???
