Can anyone explain how this works? It is my understanding that if you are a CPS member, you get discounts on equipment purchases.

CPS does not provide a discount on purchases, only repairs.

There are free loaners, not no discounts on buying new items.

This guy mentioned that he got a 200-400 at a discount price that's why I asked.

Here's the link see the 3rd paragraph where he talks about the price of the lens. Maybe someone else provided the discount because he's a CPS member.

In the US, you only get discount on repairs via CPS as already mentioned. Other way of getting discount is if you know someone who works for Canon.

a lot of canadians that are cps pro members sure seem to be getting big discounts on gear.

Those discounts would be sweet. I'm going to try and see if I can get one when I go for the 24-70II lens. Hey nothing beats a failure, but a try.

One way to find out is open a PO box in Canada, apply for membership and see.

I can understand a local shop giving a discount because you have already made them aware that you are a "Pro" photographer. They want your business because they know you will be a repeat customer, and more often buying new camera's and gear.
