LR5 for basics tones and b/w conversion.

the initial processing is using photoshop is retouch as you normally would. flatten image, duplicate layer and Gaussian blur entire layer. next radial blur that layer as desired and then mask out the areas you want to show through.

i think i really like the style, it works well with backlight subjects. im going to go back and try to apply this to some other images i have taken.

Looks strange, but I think I like it. The face in #1 could use some more contrast, so it pops like in #2. I don't think this will work with any kind of background.

Number 2 is good, not a fan on number 1, seems too soft...

I dont like the radial blur. Its too obvious. Aside that, its looking good.
