The Canadian Television market is not the same as the US market. it depends on the show really as to what is reasonable. My day job is in the Canadian Television Industry, if you want to PM me the name of the show I can maybe give you some insight into them.
If you are referring to simply a still image that they want to reference in the show, the questions of relevance to the show will dictate the price they will pay for it. If it is hard to come by footage that will cost them a bunch of money to shoot themselves then it holds more value. The questions is how much would it cost them to go shoot the same footage/photo themselves.
Without knowing specifically what they want I will assume a single image used on a Network/Cable broadcast that is seem worldwide.
Here are a few quote values I get from my fotoquote Account at 100% market value.
Non-advertising photo use on a television show on a non-cable network. (Does not include news programs.) - $1500
Still image used in documentary broadcast video produced for a television network (cable or non-cable) - $4482
remember this is 100% market value, and you are not likely to get 100% market value in Canada, since the true market size is much smaller than the US (even though they are asking for full rights).
Still these would be good starting points.
