Is there any other software besides Topaz, Nik, OnOne, Corel for enhancement purposes?

Basically the who appearance. To make it pop up and create a "wow" image. Exposure is right on.

Portraits, landscapes, wildlife, cars, performances, macro, pets?

If you do a lot of portraiture, there are several different portrait enhancement plugins & external applications out there - Portraiture, and Portrait Professional come to mind. I personally don't use them.

Tiffen DFX if you want a good selection of filters but those mentioned above are better for general processing.

Personally, I think you'd get more help here if you had PSE. Sometimes you can find it for about $50.
Or FYI, students & teachers can get a cheaper education license for Adobe products now & later upgrade to a full version if you think that you need it.
