Merlin or a Kestral?

Took this one today on By far the best day out in recent memory, we got eagles, osprey, peregrines, kestrels and 3 different hawks. Jeez I think we got damn near all the birds of prey around here besides the owls, lol. I also think we got a Merlin but could be a Kestral anyone want to confirm. I was leaning towards Merlin but have been know to be wrong:)

Well done, the lack of a streaked face gave it away to me along with the streaked breast. Kestrels have spotted breasts.
