It's kind of Eerie looking at a paper, with white spots where the photos should be.

Yes, but they don't have white spots where the pictures should be, do they ?

Also, at the time, Newspapers were one of the only ways to get news, nowadays we have the Internet, Tv, and newspapers.
Good photos will encourage readers to actually read the story under the photo.

well who's fault is it then that they left white spots on the newspaper ;)
they could have easily removed the empty spots and replaced them with other news instead

while I see your point of good photos encouraging readers to read, to me it's more important having a catchy title and better writing that photos.
the photo is not supposed to give you the news, the words do.
I ignore some photos in newspaper all the time time because the topic doesn't interest me, I don't look at them to critique

same with TV and radio, sometimes I'm doing something else while just simply listening.

Images and text work together to tell a story. They aren't novels where the reader's imagination is meant to fill in the details.
