Is PS 5.5 still "useable" or I should go for PS element 4?

It's "useable" but absolutley no RAW tools built in... and certainly Elements 4 would be more updated.

However if you have the actual license for 5.5 you can upgrade to full blown PSCS2 for under $200.00

Also, color management is crappy in PS 5.5. Go for PS 6 or higher.
