Not quite sure what this is as shown in this article on the first photo

I know what 1/4 means, but totally flummoxed as to what 4/1 is?

It's a top-heavy fraction. It means 4 lots of 1 second, or four seconds.

There is motion blur. Look at the lower left corner above the 's' of shutter. There is a shadow of someone walking past. I guess the people that are less blurred were occupied with the market stalls and didn't move significantly in 4 seconds
