Interesting, same here. That means it has to be a video settings, unless there is some other reasonable hypothesis.

But I can't find any video settings that have to do with this!

Go to f8-f13 (it happened to me when I was filming within that range).

Zoom in and out while recording.

See if the image is much darker when zoomed in. Looks like I'm almost losing a half stop at 40mm compared to 17mm.

All I did was stand in the same place with the same settings and zoom in/out.

I bought this lens from Canon refurbished a few weeks ago. Not sure if this is normal or not.

You're zooming in and out of a bright sunlit spot on a wall going in and out of shadow. Of course it will go lighter and darker because of the metering averaging the whole scene and the change in light.

Try the same on an evenly lit surface.

Did. Same effect. No discernible change in exposure in live view (with exposure simulation both on and off) and a noticeable change in movie mode. Also, snapping a picture while recording video shows the same effect; snapping a tight and a wide picture in live view does not.

25mm, f/16, 30 seconds shutter speed to obtain the moving water; whirlpool was a nice surprise when I got back home. Achieved light block with Fader ND filter set at 8x

Thanks for your interest Rayman102. I don't have a fast shutter speed to show how it really is, but this one is pretty close to what it looks like to the naked eye. (This was taken on a different day)

As you can see, the whirlpool is not visible until you go to a 30 second shutter speed and as I said earlier, the whirlpool was a nice surprise when I got home, I wasn't expecting it to be like that as my interest was on the weir!
The whirlpool effect is created bu the foam bubbles floating on top of the river created by the turbulence at the bottom of the weir.
