Would you rather they doubled production at the cost of poorer quality control? I wouldn't. And considering that the main use of this lens is likely for birds and wildlife, which is done much more in the northern summer, I expect there will be enough to go around by the time most people really want them for.
I think they know what they're doing from a business POV. Producing fewer of them that they know are good will help the reputation of the lens, and boost the longer-term demand. If they pushed a bunch of them out but with a lot more poor copies, that would have hurt them badly over the long run.
